Expand the repository README to explain Stevens SmartPark.

Include the problem it addresses, its intended users, and the five parking locations from our project proposal: Babbio Garage, River Lot, 8th Street Lot, Castle Point Hall Lot, and Howe Center Lot. Describe the planned display of parking availability and simulated vehicle activity.

Clearly distinguish planned features from features already implemented. Do not present sample data as live campus data.

Done when a pull request linked to this issue is reviewed by a teammate, merged, and this issue is closed.
