Create data/parking-locations.json with entries for Babbio Garage, River Lot, 8th Street Lot, Castle Point Hall Lot, and Howe Center Lot.

Include useful fields such as location name, total spaces, available spaces, and open/closed status. Use clearly labeled example values because we do not have verified live campus parking data. Add a short explanation of the fields in the repository.

Done when a pull request linked to this issue is reviewed by a teammate, merged, and this issue is closed.
